You can get a pc with amd ryzen 3 3100 with gtx 1650 for 400 bucks but it doesnt have rgb and no os and you can buy a widows 10 key for 10 bucks or so
I have the first pc you talked about am I have to do is get a new graphics card and something to get my storage up to make it work better
Geez that first PC is crazy.
For 300 bucks you can buy a Deskmini, put a 2400g and 16gb ram in it and it will already perform way better and will be 10x smaller. Or for the 450 you could build a full on R5 2600, RX570, 16gb build.

I didn’t get ripped off I bough a 500 pc and the regular price was 700 and I got it right now and it works perfectly fine
